Demonstrated aptitude and competence for assigned responsibilities. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. Must be highly qualfied: 1. Have at least two years of college credits (usually 60 credits if earned in Minnesota) through an accredited institution of higher education; or 2. Hold an associate’s degree or higher; or 3.
