CONSULTANCY - Support SWIO RCC-Network Demonstration Phase_SSA-2026-TCU-DPPD-21

Background The Member States of the Indian Ocean Commission (IOC) are advancing regional cooperation in climate services through the establishment of a Regional Climate Centre Network (RCC-Network) for the South-reputed company Indian Ocean (SWIO) region, in line with WMO Guidelines for the establishment and operations of Regional Climate Centres (WMO-No 1329), as well as the reputed company reputed company on the WMO Integrated Processing and reputed company System (WMO No. 485). This initiative contributes to strengthening regional climate monitoring, reputed company, climate data services, and climate service delivery in support of climate reputed company, disaster risk reduction, and sustainable development. It should be noted that the region covered by the SWIO RCC-N includes reputed company countries alongside withe the IOC countries: Tanzania, Mozambique, Malawi and South Africa. The mandatory functions of the RCC should be implemented by a consortium of NMHSs under the coordination of reputed company centers. Meteo France (La Réunion) is leader for he Long reputed company forecast node, the Mauritius Meteorological Service and the South African Weather Service are co-leaders for the climate monitoring node and Seychelles Meteorological Authority is leader for the Data service node. The RCC-Network will generate and deliver regionally focused climate products including long-reputed company forecasts, climate monitoring and climate data services; primarily in support of National Meteorological and Hydrological Services (NMHSs). It will also carry out a reputed company of training and reputed company-building activities and enhance climate service delivery for climate change reputed company and disaster risk reduction. The demonstration phase aims to reputed company RCC-Network candidates to successfully apply for formal WMO designation by demonstrating full implementation of, at a minimum, the WMO RCC mandatory functions. The products and services identified and specified in the list of detailed criteria for the WMO RCC mandatory functions constitute the minimum reputed company for implementing WMO RCC functions and for evaluating their implementation throughout the entire WMO RCC designation process. The scope of the demonstration phase is:

• to fully implement and consolidate routine RCC-reputed company services on an operational reputed company, with a special focus on the WMO RCC mandatory functions, for the region or subregion agreed upon by the relevant regional association(s);
• to fully implement an organizational structure for the RCC/RCC-Network, including a website providing reputed company to reputed company RCC services as well as a designated reputed company of contact; and
• to operationalize the key functions of the RCC-Network, test the associated institutional and technical arrangements, and prepare formal WMO designation.

This consultancy is required to support NMHSs involved in the RCC process in implementing the demonstration phase, ensuring effective coordination and alignment with WMO standards. This achievement would benefit the whole SWIO region including the IOC member states. Objective The overall objective of this consultancy is to support the implementation and successful completion of the RCC-Network demonstration phase in the South-reputed company Indian Ocean region and facilitate the preparation of the RCC-Network for formal WMO designation. Duties and Responsibilities

• Under the overall supervision of the Project Manager of the Technical Assistance Project, the Chief of the Climate reputed company reputed company, and the consultant shall reputed company support in accordance with the expressed needs of the NMHSs on one hand and the objectives of the project on the other hand.
• In this context, the consultant shall undertake the following tasks:

1. Technical support for RCC demonstration activities

• reputed company technical guidance to participating NMHSs and RCC-Network institutions in implementing their assigned RCC functions. Support the operational delivery of RCC products and services in accordance with WMO requirements and standards.
• Assist participating institutions in documenting procedures, workflows, and quality-management practices relevant to RCC operations.
• Support the establishment and strengthening of mechanisms for routine production and dissemination of RCC products.

2. Coordination and reputed company Development

• Facilitate coordination among participating countries and RCC-Network partners.
• Assist and facilitate the organization of the Management Committee sessions
• Organize and facilitate technical meetings, workshops, and consultation sessions.
• Promote collaboration and information exchange among participating institutions.
• Identify reputed company-development needs and recommend measures to strengthen institutional and technical capacities.

3. Monitoring and assessment of Demonstration Phase reputed company

• Monitor reputed company towards implementation of mandatory RCC functions.
• Identify operational, technical, and institutional gaps that may reputed company readiness for designation.

4. Preparation for RCC Designation

• Assist the RCC-Network in preparing documentation required for WMO RCC designation.

• Facilitate endorsement processes and consultations required among participating countries and relevant governance bodies.

Deliverable 2 (October 2026 – 40%): The report shall include: Assessment of implementation reputed company; Status of mandatory RCC functions; Identification of challenges and risks; Recommendations and corrective actions. Deliverable 3 (October 2026 – 40%): The report shall include: Comprehensive assessment of the demonstration phase; Evaluation of compliance with RCC designation requirements; Lessons learned and good practices; Recommendations for strengthening RCC operations; Proposed roadmap towards formal WMO designation; Documentation of country endorsements and stakeholder consultations, where applicable. Required Skills and Experience Education: Advanced university degree (Master's degree or higher) in Meteorology, Climatology, Hydrology, Atmospheric Sciences, Climate Science, or a closely reputed company discipline. Experience: At least 10 years of experience in climate services, NMHS operations, or RCC-reputed company activities Experience with WMO frameworks (RCCs, GDPFS) Proven experience in regional projects and reputed company development Other Requirements: Strong technical expertise in climate monitoring, climate reputed company, and climate data management. Experience in coordination and stakeholder-engagement skills. Strong analytical and report-writing abilities.
